Title V In Jeopardy!! 7/9/2004 On July 8th, the House Appropriations Labor, HHS, and Education Subcommittee unanimously approved a budget bill that contains the FY 05 education appropriations.
The No Child Left Behind (NCLB) Title V, Part A (Block Grants for Innovative Education) was eliminated. Title V ( the old Chapter II or Title VI) is a program that benefits all of our students and teachers with the provision of library materials, computer hardware and software, support to hire nursing and counseling staff, CPR training, etc.
This is the program that was upheld by the U.S. Supreme Court in 2000 in the Mitchell v. Helms decision but can be effectively eliminated by not appropriating funding for it.
Before this gets to a full vote of the House, and then into the Senate, it is important that each representative becomes aware of the significance of this program for the Catholic school community. Please alert principals, teachers and parents to this fact and urge them to contact their senators and representatives and request that funding be reinstated.
